Know Your Shire
The Know Your Shire brochure has been prepared as a guide to ratepayers. It is not meant to be a comprehensive document covering Shire and ratepayer’s requirements, nor is it a legal document in so far as the application of Laws and Regulations is concerned. It has been prepared to give a snippet of the Flinders Shire Council.
Hughenden Aged Persons Accommodation
The Flinders Shire Council is planning to construct the Hughenden Aged Persons’ Accommodation facility in Hughenden. The facility is designed to help alleviate the shortage of suitable housing for elderly people who wish to live independently in their own home in Hughenden. With the number of people aged 65 and over expected to more than double in coming years, there is a clear need for additional accommodation of the type proposed. The Council has secured an appropriate piece of land on which to construct the facility and has begun fundraising to secure funds to be used in its construction. The facility will initially comprise twelve residential units and a recreation area and will also serve the dual purpose of housing the administrative offices and a kitchen for Council’s aged care services.
However, the fact that the Council’s aged care services will be housed in the facility will have no bearing on the residential units themselves, in that there will be no residential care facilities provided to residents of the facility as a matter of course. Residents may be clients of Council’s aged care services however and will be able to be better serviced by the Council given their proximity to the service’s main operations. Residency of the new facility will be limited to aged pensioners, with the rent set based on the single aged pension and maximum rent allowance. Residents will occupy their units under ordinary residential tenancy agreements. The cost of constructing the facility will be around $5 million dollars, plus $125,000 for plant and equipment. The Council will seek Government funding of in excess of $4.7 million to meet this cost. The balance will be met from funds raised by Council. Without securing Government funding to construct the facility, the Council will not be able to commence construction in the short to medium term.
Once operational, the facility will generate a positive cash flow and may potentially be expanded by the addition of new units in the future and will serve to benefit the community, particularly its aged persons, for many years.

Hann Highway Report
Cummings Economics was commissioned early in 2005 by Flinders Shire Council, acting on behalf of the Hann Highway Action Group to carry out an economic impact/benefit cost analysis of the sealing of the Lynd Junction/Hughenden section of the Kennedy Developmental Road, known locally as the Hann Highway. The Hann Highway Report is set out in a number of sections that identify costs (of sealing and maintaining the road) and benefits to industry sectors (cattle production, tourism, freight and otherwise). The Hann Highway Action Group is supported by the Hughenden Chamber of Commerce.
Flinders Shire Council Planning Scheme
The Flinders Shire Planning Scheme has been prepared under the provisions of Chapter 2 of the Integrated Planning Act, 1997 (the “Act”) and applies to the Local Government area of Flinders Shire Council.
The Planning Scheme is intended to:
(a) Advance the purpose of the Act in seeking to achieve ecological sustainability;
(b) Regulate development including providing a basis for assessing development applications within the Flinders Shire.
The Planning Scheme has been prepared to manage development in a way that advances the purpose of the Act1 by:
(a) Identifying assessable, self-assessable and exempt development; and
(b) Identifying the outcomes sought to be achieved in the Local Government area as the context for assessing development.
